Teachers' 6th Pay Revision in India - Associate Professor's Pay Fixation Issue still looming large
69This hub was published just after the submission the Chaddha Committee's report. Issues of immediate interests were then the injustice done to teachers working for a long time in the pay scale of Rs 12000-18300. Committee proposed these teachers to be fixed in the Pay Band III. This was in sheer contrast to what was gifted to Central Government employees by the Government. Government had been kind enough to Central Government employees that were drawing their salary in the same old pay scale or whose old pay scale began with 12000 but ended with less than 18300. Sixth Pay Commission placed them in PB III but Government upgraded their revised pay scale in pay Band IV. This act of injustice or biased nature resulted in wide protests from teaching & research community. Some of the research organizations also follow UGC pattern of pay scales. This was strongly protested by the teachers associations as well as online forums. This hub had about 8000 comments by the teachers on the subject and recorded a daily visits by 6000-7000 teachers, scientists and associated professionals per day. Teachers working for long in the said pay scale were ultimately fixed in Pay Band IV and given proper justice by UGC and HRD. However, issue of directed recruited teachers in the same old scale is still unsettled due to non-revision of old qualifications for direct recruitment of Associated Professors.

A new recruit with five increments would get almost same or more pay than Assist. Professor (SS). On one hand Associate Professors/Readers were proposed to be fixed in the pay band III of 15600-39,100, the UG College Principals of the same scale, on the other hand, were proposed to be fixed in the pay band of 37,400-67000.Most of the anomalies have been done away but issue of pay fixation of directly recruited Associate Professors seems unsettled as several such teachers has mailed their grievances to higher ups and raised issue in online forums. Teaching community appears divided on this issue as old teachers working in selection grade draw less pay than their counterparts for several years. Their cause was not supported by their colleagues when they struggled to claim their due. Whatever be the reasons, this issue needs to be resolved. Comments section of this hub shows the height of the frustration caused earlier to the Associate Professors by placing them in Pay Band III. Now majority of the teachers in this group have got their due but still a major chunk is living under despair. An amicable solution must be reached in the interest of higher education and research in the country..

I have joined as Assistant Professor with Ph.D on 26/6/1998 and I was granted with four advance increments as per V UGC pay commission. I got elevated to Assistant Professor (senior scale) on 26/6/2002. That time the pay was fixed in the minimum scale of 10000 but by merging the advance increments into basic pay. Thereafter I did not get the benefit of advance increments. Now an Assistant Professor who joined with me on 26/6/2002 without Ph.D had obtained Ph.D in the year 2009 and was awarded three advance increments. The basic pay he is drawing is more than me, although I have joined the service with Ph.D. Is this justifiable? I need a clarification, can advance increments be taken (or merged) as basic pay, while fixing pay after each stage the promotion? Will the benefit of advance increments continued till the promotion? I understand this mistake has led to lot of problems among the university or college teachers like juniors drawing more pay than seniors, teachers recruited at the same time in an institution drawing more than others, etc. Kindly provide suggestions.

I joined as assistant professor in engineering college in Andhra Pradesh with a salary of Rs.8000/- .I worked for 4 years took a break of 1 year to complete my M.tech.I rejoined the college during my project work and was receiving a gross salary of Rs.21,720/- .I got increments in between which are not according to any payscale.Now i have a total experience of 6 years and 10 months when i last left my job.My question is As I have shifted to bangalore,what would be the cadre given to me and what pay band would be i placed? also kindly throw some light on how AGP is caluclated and how much net salary can i get.

I joined as a lecturer in 24.6.2002 with MpHIL and got two advance increments.Submitted my Phd in June 2008 and awarded the same on 22.12.2008.As per rule am I not eligible for 2 advance incremenet as per old rule or three non compounded increment as per new rule?
Secondly with same qualification my collegeue joined in 2007,April ,awarded Phd in 2009 and now drawing more salary than me.Is not an anamoly/Please guide me how to proceed (citing whhich rule i will be benifited?)

6 th pay commission is not properly and uniformly implemented for lecturers/ senior lecturers as these people are not in drafting committee.

I got selection grade w.e.f.22-01-2007.and I am have completed three years of service in the selection grade.As such I entiteled to get PB-4 of Rs 37400-67000 and the grade pay of Rs 9000 w.e.f.22-01-2010. but H.P.Govt has not done my fixation of PB-4 saying that my fixation will be done under new carrer advancement scemes issued by UGC on 30-06-2010. is this a vaild and legal decision ?What should Ido in this situation ? please guide me in this matter .There are as many as 500 teachers who are facing the same problem. waiting for your repply on my mail

How much does one get in-hand after all tax and other deductions in a Pay Band 15,600-39,100 and Grade Pay 5400/-

I had interview in MIT Pune for Engineering Faculty in E&T Dept. I hold 3 yrs of teaching experience in E&T and a SC. I have scored Btech percentage - 58.9% and Mtech - 68%. During the interview i was told as per rule UGC rule, to get 6th pay commission band pay i must have 1st class in both Btech and Mtech. Is it true? and is it true for SC candidates?
Respected Sir, I had joined college as assistant Professor on 24/10/2007 with M.Phil and avail the benefit of two non-compound able increments and on 25/06/2011 I have completed my Ph.D and as per 6th pay commission I availed benefit of three non-compound able increments. I an serving as permanent lecturer in P D Pandya Mahila Commerce College Ahmedabad since 1.8.1196. After six years, I got Senior Scale w.e.f 01/08/2002. Then, after five years, I got Selection Grade w.e.f 01/08/2007.And I have completed three years of service in the Selection Grade. As such I am entitled to get the PB-4 of Rs. 37,400-67,000 and the Grade Pay of Rs. 9,000 w.e.f 01/08/2010. But Gujarat Government has not done my fixation of PB-4 saying that my fixation will be done under new Career Advancement Scheme.There after nearly nine months have passed.Then Gujarat Government issued a circular on 27/04/2011 stating all new and pending fixations will be done in accordance with UGC Regulations -2010 dated 30/06/2010 which was published in Indian Government's Gazette on 18/09/2010. Is this a valid and legal decision ? What should I do in this circumstance ? Please guide me in this matter. There are as many as 100 teachers who are facing the same problem.
all directly recruited asst.professor/reader before and after 1-1-2006 at pay scale of 12000-420-18300 should be placed in pb4.those recruited before 2006 should be plced in pb4 with effect from 1-1-2006 and those appointed after 1-1-2006 should be place in pb4 with effect from their date of appointment.for them there need not be the condtion to serve in pb3 for three years.otherwise there is logic in dirctly rcruited and promotaed asst.professor.this anamoly should be removed and justice should be given to the directly recruited asst.professo/reader

Hi Shakila, it has happened in the past too. Teachers without Ph.D. has suffered a loss of 3-4 years in the past with implementation of 4th and 5th pay revision when their counterparts were given both benefits (less years of service as well as advance increments). Some of the teachers have suffered a loss of 5-6 years due to non-possession of Ph.D. However, 6th Pay commission has made a provision of 3 advance increments for those who acquire Ph.D. while in service. Those who has availed this benefit, will not get it again.Ph.D. benefit is one time advantage and may not be availed at all the stages.However, UGC should clarify the issue of seniority based on Ph.D. as a junior can not draw more (if teachers in same scale do not have Ph.D.).
